Solution

Fetch PGP key from keyserver and import into APT keyring:

gpg --recv-keys 9AA38DCD55BE302B 
gpg --export 9AA38DCD55BE302B | apt-key add -

Optional, if required

~/.gnupg/gpg.conf
keyserver hkp://subkeys.pgp.net
